Tatsumi is described as a true shadow master by his fellow Shinigami, and with good reason. He is a highly intelligent, strong, and organized leader, able to quickly direct a group to perform whatever task is at hand. He oversees the daily workings of the office, and manages to keep it all from falling apart despite the often whiny and helpless nature of the Shinigami he supervises. He's also professional, using proper titles to address everyone...even when he is snarking at them sarcastically or threatening their lives, both of which he is prone to do when he is angered.
Tatsumi is best known for fear-inspiring way of managing money. Little can rile Tatsumi as quickly as careless spending or needless destruction...just ask Tsuzuki, who will spend the rest of eternity paying for bills he's managed to accrue. He will use both a raised voice and terrifying glares to scold anyone who may break his budget. Tatsumi is not at all a fan of charity work, often won't answer requests for help unless there's a reward involved. And if he ever does seem to be helping out of the kindness of his heart, beware, for the bill is coming. Think Kyouya from Ouran, except that he's older, supernatural, and dead. He also refuses to waste anything, including the leftover food from the Earl's masquerade party...that he prepared for by bringing tupperware.
However, no matter how much we joke about it, Tatsumi would never sell out his friends. Now, as for people he doesn't like or really know...I may have to fill out the Rat at Landel's essay.
But there is more to him than just his...zealous approach to money management. As I spoke about in the history, there's his angst button. Tatsumi can be very protective of those he cares about, especially Tsuzuki (and likely to anyone who reminds the man of his mother). Harm Tsuzuki, and you will have a very ticked off shadow master seeking revenge on you. By extension, this protection falls upon the people Tsuzuki cares about, especially Hisoka, who seems to be the first in a long line of partners who CAN be what Tsuzuki needs. This isn't to say that Tatsumi doesn't care about Hisoka or the other Shinigami as well, but that the extra motivation is there because of Tsuzuki.
Tatsumi's feelings for Tsuzuki go beyond protection. Tatsumi has pretty much devoted himself to ensuring Tsuzuki's happiness, no matter what it costs him. This even seems to include Tsuzuki's life, as when Tatsumi sees Tsuzuki's desire to die in Muraki's Kyoto lab, he hesitates to save him. However, once Watari screams at him, and Hisoka leaps into the flames, Tsuzuki saves both Tsuzuki and Hisoka from death. It's questionable whether this is because he decided to save them both, or whether he couldn't save one without the other, as we later learn that Tatsumi definitely wanted to save Hisoka, since it would make Tsuzuki sad for him to die. Either way, I think Tatsumi was relieved to be able to save Tsuzuki, even if he doubted the choice. I also believe that once Tsuzuki and Konoe thanked him for it, Tatsumi was able to resolve his guilt.
